Voters may decide on merger between Mount Penn, Lower Alsace

Residents of Lower Alsace Township and Mount Penn may be given the task of deciding whether the two municipalities become one.

Residents of Lower Alsace Township and Mount Penn may be given the task of  deciding whether the two municipalities become one.

Officials are proposing a referendum be put on the November ballot asking voters whether they support a merger of the township and the borough.

The first in a series of public meetings planned by the Township and Borough Merger Committee is set to take place at 6 p.m. Monday in the Antietam High School cafeteria, 100 Antietam Rd., in Lower Alsace Township.

"The merger committee will examine the facts, gather the information and input from you and, with the help of Paul Janssen and John Kramer from the Center of Excellence in Local Government (CELG), formalize a recommended plan for the structure of the government entity that emerges," according to a post on Mount Penn's Facebook page.

Officials said they hope to finalize the plan by early August so that the township and the borough can adopt a joint agreement and put the question to voters in November.

In the meantime, the committee has set aside a number of Mondays to meet and carry out the work involved in achieving their goal. Those Mondays are:  April 14 and 28; May 12 and 19; June 2, 9 and 23; and July 14 and 28.

According to the 2010 census, 4,475 people live in Lower Alsace and 3,106 in Mount Penn.

The two municipalities are served by the Central Berks Regional Police Department and make up the Antietam School District, which, itself, is in merger discussions with the Exeter Township School District.

The two districts' school boards are set to hold a joint meeting on the school district merger this Wednesday at 7 p.m. at the Reiffton School in Exeter Township.
