Police: Woman arrested for hit-and-run that injured girl, 3

Arrest made in accident that hurt 3-year-old

ALLENTOWN, Pa. -

Police have arrested the woman they say is responsible for a hit-and-run where a 3-year-old was critically injured. 

Police say April Frame, 25, of Marlow Street in Salisbury Township was charged with a felony for an accident involving death or injury, among other charges.

It happened around 6:30 p.m. Wednesday in the 700 block of St. John Street in Allentown.

Family friend and neighbor Missy Hunsicker identified the girl as Annabelle Ruth. She said the girl was trying to get to her grandmother, who was at a store across the street.

"She came out somehow, went between the parked cars and walked out in front of a car. The car hit her and threw her many feet. The police said 75 feet," said Hunsicker.

Investigators looked at camera footage from the area, and Allentown police said they have identified a suspect and vehicle, and a search warrant was pending as of Thursday evening. There was no arrest confirmed. Police said they are working with the district attorney's office to determine the charges that will be filed.

"If the driver would have stopped and provided information, maybe things would have been differently as far as charges," said Asst. Chief Jorge Medero, Allentown Police Dept. "Accidents do happen. It's a matter of what you do after the accident."

"Her skull's cracked," Hunsicker said. "She has some bleeding on the brain. They're finding more now. They were just concentrating on her head yesterday, now they're finding more as far as broken bones in her face, her jaw."

"She's a tough little girl. I saw her at the hospital yesterday. She's real tough for everything she's gone through," added Hunsicker. "Just hoping the next 72 hours, everything goes well."
