Police in the Poconos want justice for abandoned dog named Justice

Police in the Poconos say someone abandoned a dog by tying it to a tree and leaving it in a city park. Now, they're looking for "Justice."
They nicknamed the pit bull mix "Justice," and that's exactly what this little guy needs.
"The police brought him in," said Kim Loffio with the Animal Welfare Society of Monroe County. "They said he was found tied to a pole."
Stroud Area Regional Police took Justice in on Wednesday. Now he's staying at the AWSOM shelter in Stroudsburg.
"He is scared, so we're moving slow with him," said Loffio. "We're trying to get him used to us and get some faith in humanity again that we won't let him down."
Justice is still pretty skittish around people, but Loffio said, in time, he will be adoptable.
"In a couple of days, he will be just fine," she said.
Police have taken to Facebook trying to get "justice." They think a man tried to leave the dog with them on Wednesday morning, just hours before they found him at Dansbury Park in East Stroudsburg. The shelter says the same thing, but they had no room that day.
"It's horrible," said Loffio. "There are so many resources for them to reach out to."
But police say it's just not enough.
"Our system is broken," said the Stroud Area Regional Police Facebook page. "We have no state funded shelters. They are all private organizations, and not mandated to take strays from us."
And even if someone is caught, the penalty is no more than $1,000.
"I think it should be stronger," said Loffio. "You shouldn't do that -- leave a dog out in the cold."
In this case, police are hoping to tip the scales of "Justice."
