Mario Dos Santos Perez wanted for sexual abuse of children

A 26-year-old Stroudsburg man, Mario Dos Santos Perez, is expected to answer charges for knowingly accessing, possessing and distributing child pornography.
According to police, on July 21, 2014 at about 11:30 a.m. an officer, trained in identifying and investigating individuals suspected of possessing and sharing child pornography on the internet, got in contact over the Internet with a suspect who was using eDonkey peer-to-peer file sharing network.
The eDonkey network is an open source peer-to-peer file sharing network that permits users to download files directly from other users' computers through the use of special software.
The officer used a peer-to-peer file sharing program which allows for the download of files from a single source rather than multiple sources.
The software enables the investigator to be sure that the entire file came from a single target computer.
The peer-to-peer client also provides the ability to identify potential subjects based on their geographic location and it captures activity which occurs over peer-to-peer file sharing networks.
After the officer located a computer on the eDonkey network as a potential candidate of investigative interest, the officer noted the Internet Protocol address of the computer.
The officer then requested a file of investigative interest from the suspect's computer.
Files of investigative interest are files containing child pornography or other content of interest in child pornography investigations, such as child erotica, that are often seen in conjunction with child pornography files.
The suspect's computer responded with the requested information and the suspect's computer also further provided the ed2k hash value of the file.
The hash value is an alphanumeric string of characters, akin to digital DNA that positively identifies individual digital files on the eDonkey network.
After ascertaining that the file depicted a child under 18 engaged in sexual acts, the officer used publicly available resources and information on the Internet and was able to identify the owner of the the IP address as PenTeleData, Inc. of Palmerton, Pa.
Pursuant to a court order, PenTeleData Inc. identified the subscriber assigned the IP address as Jennifer Rodriguez of Wigwam Park Road in Stroudsburg Twp.
A search warrant was served at the residence at about 9 a.m. but when police got to the apartment no one was present. However, police conducted a search and found a Dell Inspiron laptop
The officer turned on the laptop and it displayed the user name oMario Dos Santoso.
The laptop computer was seized for further forensic processing and a forensic examination of the laptop provided several items of interest, police said.
Police also noted that the registry key for user oMario contained numerous entries in the listing of recently accessed files which contained common child pornography search terms in their file names.
The browser history also revealed that several websites were visited at the time the officer was on the other end of the computer terminal with the suspect.
The officer recovered sixteen videos and thirteen photographs depicting child pornography.
Using a forensic computer examination tool and after carefully reviewing each file, the officer concluded that the files did indeed depict children under 18 engaged in sexual acts and/or poses, in violation of Pa Title 18 Section 6312 which addresses the sexual abuse of children.
The children in the files ranged in age from approximately four to fourteen and they were engaged in a variety of sexual acts including masturbation, fellatio, and vaginal intercourse.
The investigation concluded that all twenty-nine files depicted indecent contact with minors.
Officers concluded the suspect intentionally viewed and knowingly possessed child pornography, graded as a felony of the second degree, and further that the defendant used a communication tool, the Internet, to facilitate the commission of a felony.
Mario Dos Santos Perez is expected to answer all the above charges set forth against him.
