Stroudsburg councilman Neil Allen busted for buying heroin, police say

Stroudsburg councilman arrested on heroin buying charge


An elected official in Monroe County is facing drug charges after he's busted for allegedly buying heroin in a bar parking lot. Investigators say the Stroudsburg Borough Councilman confessed to the whole thing and says he's been using the narcotic to treat back pain.

Stroud Area Regional police had their eyes on Kay's Tavern in Stroudsburg Sunday. After getting a tip local Borough Council Vice President Neil Allen had been buying heroin there, court documents say an officer watched a drug deal go down in the parking lot. According to officials, ten baggies of heroin were found in the 34-year-old's pockets. No one came to the door when we knocked at Allen's apartment Wednesday. But his neighbor found the allegations disturbing.

"Shocked to say the least," shared Dawn Shoemaker. "I honestly don't know what else I could possibly say, I'm kind of speechless in fact because I never would have expected that."


She's lived below Allen for less than 8 months.

"Very quiet, keeps to himself, we've never had any issues, always polite whenever we see him."

Allen was arrested Sunday, investigators say he admitted to buying the bundle of smack for $90. He told police he started using heroin six weeks ago because of back pain.

"It doesn't actually surprise me," said Kathleen. "Our officials think they're above the average person."

"It's a shame that he wants to be involved in the town and making decisions and doesn't have the mental clarity to be responsible enough to take care of his own life," added Bill Parkinson.

Allen is charged with purchasing a controlled substance, possessing a controlled substance and possession of drug paraphernalia. No word on when he will be in court, or if he'll be suspended from the Borough Council.
