TRENTON, N.J. -

Patients, families and advocates protested what they say is New Jersey's failure to meaningfully implement the state's medical marijuana program.

Patients across the spectrum spoke in Trenton on Friday about the troubles they've had with the law.

Some were patients who have medical marijuana cards but don't have access to it. Others are unable to register.

One fully functional dispensary has opened in Montclair since the state's medical marijuana law was signed in 2010.

A second in Egg Harbor Township received a permit on Thursday to start growing the crop. It's not expected to open until September.

A state Senate panel has approved a bill to ease restrictions on children having access to medical marijuana.
