NEWARK, N.J. -

State officials will hold their second hearing on New Jersey's plan to spend the next $1.4 billion in aid to recover from Superstorm Sandy.

The hearing will take place on the New Jersey Institute of Technology campus in Newark Wednesday night.

Officials got an earful during the first hearing Tuesday in Galloway Township.

Frustrated residents blasted state officials over what they consider unconscionably long delays, unresponsive bureaucracy and incompetence in approving and distributing storm aid.

Marc Ferzan, who heads the state's storm recovery office, said he's equally frustrated.

The state recently terminated its contract with the company that was administering the program. But the state has repeatedly refused to go into details about why, or who is handling the work now.
