Corbett proposed Pennsylvania join 48 other states in the country and get out of the business of selling wine and spirits.
His plan includes selling off the more than 600 wholesale and retail state owned stores.
He says it will raise one billion dollars for education.
Polls have showed people in the state favor privatization, but some worry about the jobs of those who work in the state stores.
Corbett says the private sellers will generate more jobs than the state stores do.
The plan must still be approved by the state legislature.
