STROUDSBURG, Pa. -

Driving at night with a headlight and tail light that didn't work got 21-year-old Francisco Rivera of Stroudsburg busted on marijuana charges.

Rivera has been charged with driving under the influence of marijuana, possession of a small amount of marijuana and having marijuana paraphernalia.

At about 9:15 p.m. July 5, members of the Monroe County Drug Task Force were on field assignment in the Stroudsburg area when they encountered a vehicle with a head light and a tail light out on Garden Street traveling towards Dreher Avenue.

Rivera was identified as the driver of the vehicle, which was stopped.

While Detective Joseph Coddington of the district attorney's office was speaking with Rivera, he could smell a strong odor of burnt marijuana emitting from Rivera’s vehicle.

Rivera gave the detective permission to search his vehicle after telling him that he had a marijuana pipe in the back pocket of the passenger’s seat.

Three marijuana pipes with residue in them and 10 zip lock bags with “shake” (remnants of marijuana) in them were found in the car..

Rivera admitted to the detective that he had just smoked marijuana prior to driving.

Coddington arrested and transported Rivera to the DUI center and central booking for processing. In addition to the above charge, he also received a summary offense for vehicle lighting requirements.

Charges have been filed with Magisterial District Justice Kristina Anzini. Rivera, who resides at 51 Garden St. in Stroudsburg, will have to appear before her at a later date.
