The former Republican chairman in Montgomery County is facing rape charges.
Robert Kerns, 66, of North Wales, faces a long list of charges stemming from an incident on Oct. 25, according to court documents.
The charges include rape of an unconscious victim, rape of a substantially impaired person, sexual assault, aggravated indecent assault without consent, manufacture, delivery or possession with intent to manufacture or deliver, tampering with physical evidence and related charges.
Kerns resigned as the chairman of Montgomery County's Republican Committee on Nov. 14 amid reports that an investigation was underway.
Sources said Kerns' last job as chairman of the Republican Committee was to call a special meeting for Dec. 4, when a new chairman will be selected.
According to court documents, the victim was an employee of Kerns' and officials learned through an investigation the incident began on Oct. 25 as part of a work celebration at the Radice restaurant in Whitpain Twp.
Officials said Kerns offered the woman a ride to the King of Prussia Mall after the party, around 6 p.m.
Once in the car, Kerns encouraged her to drink from a bottle of wine he had secretly drugged with Ambien, a sleep aid, officials said, and once she drank the wine, she quickly lost consciousness.
Once she was out, Kerns raped and sexually abused her while they were in his car, officials said, and the assault caused severe injuries to several areas of the victim's body.
After Kerns got to the victim's home, she remembered him taking her upstairs and into her bedroom, where he removed some of her clothing and sexually abused her once more before leaving, the documents say.
Officials said a sample of the victim's urine tested positive for Ambien, which she did not knowingly take.
Kerns' arraignment is set for 1 p.m. Tuesday.
