HARRISBURG, Pa. -

Longtime Pennsylvania Rep. Dick Hess is dead at age 74 from complications that arose after recent leg surgery, the state House speaker's office said.

Hess died Friday at UPMC Shadyside Hospital in Pittsburgh, surrounded by his family, House Speaker Sam Smith said.

"A devoted family man, Dick will be missed by many more than those of us in the state House," Smith said. "His loss will be felt throughout the 78th Legislative District, from constituents, to the schools and many service organizations he belonged to. He’s been a tireless public servant and truly helped so many people."

Hess was a 14-term veteran of the House, where he most recently chaired the Transportation Committee.

"Dick Hess was a champion of economic progress, moral values and individual rights – principles he represented unfailingly in his 26 years in the General Assembly," said Gov. Tom Corbett. "Susan and I send our deepest condolences to Dick's wife, Shirley, their son, Jeff, daughter-in-law, Lizette, and their three grandchildren."

A Republican, Hess's district ran through Bedford, Fulton and Huntingdon counties in western Pennsylvania.

Corbett has ordered all Pennsylvania flags at the Capitol Complex and at commonwealth facilities statewide lowered to half-staff in Hess's honor.

Flags shall remain at half-staff until sunset on the day of his burial.

Funeral arrangements have not yet been announced.
