Corbett signs legislation to prevent child abuse

HARRISBURG, Pa. -

Gov. Tom Corbett has signed three bills expanding programs designed to help prevent child abuse in Pennsylvania.
 
Corbett was flanked by dozens of the bills' supporters Monday as he signed the bills in his Capitol offices.
 
The central bill will enable millions of dollars in grants to the state's 21 child-advocacy centers, as well as new ones, and foster the use of multidisciplinary investigative teams.
 
It doubles the fee for copies of birth certificates from $10 to $20 to generate nearly $4 million a year. Also, a $408,000 surplus will be transferred from the anti-drug "DARE" license-plate program, which is being terminated.
 
Corbett promised in his 2010 campaign not to raise taxes or fees. He calls this new fee increase a cost of doing business.
