Charles Ballard is new school board association VP

HERSHEY, Pa. -

Charles H. Ballard, president of the East Penn School Board in Lehigh County, has been elected vice president of the Pennsylvania School Boards Association.

The non-profit statewide association of public school boards is a major lobbying organization with the state Department of Education in Harrisburg.

William S. LaCoff of Owen J. Roberts School District in Chester County will be president-elect. (The current president-elect, Dr. Richard L. Frerichs of Lancaster County, will become president in January.)

Otto W. Voit III of Muhlenberg School District in Berks County has been elected treasurer.

And Robert Schwartz of Wallenpaupack Area School District in Pike County, has been elected at-large representative for eastern Pennsylvania.

Voting for the new officers was done electronically between Sept. 3 and Oct. 1. The winners were announced Tuesday, during a PSBA delegate assembly meeting at Hershey Lodge & Convention Center.

Ballard, along with the other winners, will take office on Jan. 1 as part of a new 11-member PSBA governing board, replacing the current 26-member board of directors.

Ballard has served on the East Penn School Board since 1995.

He is a retired registered engineer who now works as a consultant.

Ballard holds a Bachelor of Science degree in Nuclear Engineering from the University of Michigan and an Master of Science degree in Electrical Engineering and Computer Science from the University of California, Berkeley.
