Vincent Kevin Fenner Jr. arrested in Cumru carjacking, police chase

Arrest made in carjacking, chase


A teenager is under arrest for his alleged role in a carjacking in Berks County that led to a police chase in neighboring Lancaster County.

The U.S. Marshal's fugitive task force apprehended Vincent Kevin Fenner Jr., 17, in York County, where he lives, on Thursday. He was subsequently turned over to detectives with the Cumru Township police, arraigned on numerous charges and committed to the Berks County Jail on $100,000 bail.

The carjacking happened shortly after 8:30 p.m. on April 15 behind Supreme Cleaners on Lancaster Avenue.


The victim was getting into his car when he was approached by a woman asking to use a cell phone, police said. Fenner then approached with a gun and threatened to kill the victim if he didn't give them his car, said police, who noted that the victim complied and the pair fled.

"It's something very dramatic in your life. It's something you cannot forget," said the victim, whose identity 69 News is protecting, as he still fears for his safety.

This incident also opened old wounds for the victim who said he has seen several family members killed while being carjacked.

"I thought they were going to kill me," the victim said.

A state police trooper later observed Fenner driving the stolen car erratically in the area of Routes 30 and 283 in Manheim Twp., Lancaster Co. The trooper tried to stop the vehicle, but Fenner led him on a chase before crashing the car and running off on foot, police said. His female accomplice was not in the car at the time.

Fenner was charged as an adult with robbery of a motor vehicle, theft, possession of a firearm, and related charges.

"I think he deserves to pay for what he did," the victim said.

Police are still trying to identify Fenner's female accomplice. She's described as a Hispanic woman, approximately 35-years-old, standing 5 feet, ’5 inches tall and weighing about 140 pounds. She had dark, shoulder-length hair, police said.
