READING, Pa. -

A Berks County contractor has been arrested for allegedly failing to complete a job he was paid to do.

Troy Miller, 49, of Shillington, surrendered Tuesday to detectives with the Berks County district attorney's office on charges of home improvement fraud, theft by deception and receiving stolen property.

A Lyons homeowner hired Miller in January 2013 to replace windows and a door, paying him $1,800 in advance for the materials, officials said.

Miller, however, never bought the materials or started the work, said officials, adding that he also failed to return the money he was paid following several attempts at being contacted by the homeowner.

An investigation led detectives on Monday to obtain a warrant for Miller's arrest.
