Allentown man arrested for 2012 sex crime
Twenty-three-year-old Victor Manuel Rios of Allentown has been charged with sexually assaulting a 14-year-old Bethlehem girl who was waiting for a school bus one morning more than two years ago.
On Monday, Rios was charged with statutory sexual assault, luring a child into a vehicle, corruption of minors and indecent assault.
Bail was set at $350,000.
A preliminary hearing is scheduled for April 14.
The incident occurred at about 6:55 a.m. Jan. 27, 2012. The girl was waiting for a school bus at the corner of Brookside Drive and Central Boulevard in Bethlehem.
According to Bethlehem police, Rios pulled up in his car, talked to the girl, then told her to get in, promising to drive her to school.
She told police he asked her age and she told him she was 14.
Instead of taking her to school, he drove her to a parking lot next to an apartment building near Poplar Lane and Florence Avenue.
The victim told police Rios appeared to be smoking a marijuana cigarette. If asked if she wanted to smoke and she said no.
Police report Rios had sexual intercourse with the girl in the car, then took her to school, where she reported what had happened. The girl was taken to St. Luke's Hospital where she was examined to confirm the sexual assault.
The girl later took police to the parking lot where the assault took place.
At that time, according to police, Rios was incarcerated in Lehigh County Prison, apparently for possession of illegal drugs. The defendant's DNA matched DNA recovered in the medical examination.
Rios told police he thought the girl was 17 or 18. He said they engaged in consensual sex before he drove her to school.
Rios told police he had been been smoking marijuana with PCP for three days and had been awake for three days.
In February 2013, the victim identified Rios in a photo line-up.
Court documents do not explain the time lag between the investigation and the arrest of Rios.
Rios resides in the first block of N. 4th Street in Allentown.
