Trio accused of trafficking heroin from Reading, Philly to Lancaster

Three people have been arrested for allegedly importing and distributing thousands of dollars worth of heroin in Berks, Lancaster and Philadelphia counties.

HARRISBURG, Pa. -

Three people have been arrested for allegedly importing and distributing thousands of dollars worth of heroin in Berks, Lancaster and Philadelphia counties.

The arrests are the result of an ongoing investigation into the trafficking of heroin from Philadelphia and Reading to the Lancaster area, Pennsylvania Attorney General Kathleen Kane announced Tuesday.

The investigation, Kane said, focused on the activities of Elber Quinones, Joel Guisbert and Jennifer Galarza. 

Galarza, 35, has been a significant source of the heroin sold in Lancaster County, officials said.  

Over the course of the investigation, agents arranged a series of controlled purchases from Galarza for more than 55 grams of heroin, with an estimated street value of $30,000.

Quinones, 36, traveled to Reading and Philadelphia with Galarza in order to buy heroin, which was later sold in Lancaster County, according to the criminal complaint.

Galarza was charged with seven counts of delivery of heroin and one count of criminal conspiracy; Quinones was charged with five counts of delivery of heroin and one count of criminal conspiracy; Guisbert was charged with two counts of delivery of heroin and one count of criminal conspiracy.

Additional arrests are expected as the investigation continues, Kane said.
