BETHLEHEM, Pa. -

One of the men vying to be the next mayor of Bethlehem says it's time for the city to tighten its purse strings.

Robert Donchez outlined his 10-step plan to rein in spending during a news conference Tuesday afternoon.

If elected, Donchez said he would assemble a task force to review the city's entire budget to reduce spending and streamline operations.

"I would also consider the use of trying to propose a two year budget," Donchez said. "Obviously, we would pass the first year, but the second year, at least, city council will have some rough numbers to look at as we're moving into the second year. I think that might be a step in the right direction."

Donchez's opponent in the May primary, Willie Reynolds declined comment on Donchez's announcement, saying he wasn't making any political statements Tuesday in light of the tragedy in Boston.
