Body found in burned Chester County apartment ID'd as 17-year-old Kevin Allen of Norristown

Investigators in North Coventry Twp., Chester Co., are working to solve their first homicide in 40 years.
A fire inside an apartment turned into a homicide investigation Tuesday night. A teenager was found dead, and it was not a random attack, said Chester County District Attorney Tom Hogan.
Detectives spent Wednesday canvassing Apartment 127 at the Hanover Garden Apartments after Kevin Allen, 17, was found dead Tuesday night.
"It's kind of scary because this is a quiet place nothing really happens here," said Brittany Jordan, who lives in the complex.
All that changed around 7 p.m. Tuesday when a 911 call came in for a fire in the apartment.
Allen's father lives at Apartment 127, but he was not home at the time, said investigators.
"They quickly extinguished the fire. The scene was frozen, and police went in to review the scene," said Hogan.
Blood was found in the entry way and on the wall leading upstairs to the 2nd floor apartment.
"In this case, the murderer made some mistakes, so we have multiple leads to work on," said Hogan.
Police believe the killer acted alone.
Allen was a junior at Norristown Area High School in Montgomery County. He lived with his mother but visited his father at his apartment.
There have been complaints of noise before, but investigators said both mom and dad are not considered suspects.
"The next door neighbor downstairs from them said they were fighting all the time. I didn't hear it, but they said they were," said Karl Stone, who lives two doors down from the crime scene.
Police said they have recovered what they believe is the homicide weapon inside that apartment.
Police have not released any other details about inside of the apartment or the fire except that it was an arson. They also have not said how Allen was killed.
